Ask the program director to have cabins sign up for their activity as a cabin during tuck time. Have the program director add showering to the list.

The way that I found worked best to get my squirt campers to shower is to take the entire cabin to the bathroom and have a shower party. You get them to put on the bathing suit and then everyone jumps in the showers and you give them body wash on their hands and encourage them the rub it everywhere and rinse it off then give them shampoo and tell them to put it in thir hair and rinse it out. Ask them who thinks that they are doing it the best. You will tell them after everyone is done who did it the best, make a game out of it and then everyone has fun. You want to do this at least once in the middle during their few days at camp. Other then that get them to swim also at least once or twice and that will help as well.

Another way to make it fun is to bring a portable stereo to the bathroom and play some fun music while they have their shower party.
